Phil is the author of over four hundred and twenty nationally published articles and the four hundred page book, “Don’t Walk by Something Wrong!” He has well over two decades of experience teaching masters and doctoral students in three universities, as well as being a frequent conference keynote presenter and seminar leader. These have included multiple presentations in the United Kingdom and the Republic of South Africa. In addition, he had the honor of being keynote speaker at the first ever All-Ireland Human Resources Conference in late 2007. Phil has conducted seminars all across the United States on a huge array of HR issues, including Workplace and Personal Security, Creating a Compelling Place to Work, HR Innovation, Liability Reduction, Management and Supervisory Accountability, as well as many other motivational and innovation-centered presentations. He is a compelling, humorous presenter in demand as a trainer and leader in public and private organizations.
His work has included decades of innovative leadership and accountability for Affirmative Action programs, Employment and Training administration, risk management, internal affairs investigations, violence and disaster management intervention and incident command experience, leadership development, information systems implementation, and employee assistance programs.
The experience he draws upon also includes service as an Intelligence Officer in Europe and Washington D.C. and twenty years of leadership with the National Association of Counties, including three terms as President of the National Association of County Human Resource Administrators and years on the Board of Directors. Phil has served as President of the Florida Public Personnel Association, California’s County Personnel Administrators’ Association, and the Santa Barbara Personnel Association.
In addition to his many other writings, Phil authored the Workplace Violence Intervention guide for the International City/County Management Association and served as Principal Author of the Women’s Pay Equity study of the League of California Cities. He also chaired a delegation establishing a Friendship Agreement with the Departement de la Mayenne, France and represented the International Personnel Management Association (IPMA) as well as being a speaker at the Annual Conference of the Society of Chief Personnel Officers of the United Kingdom.
Phil and Charlotte Rosenberg have been the exchange “parents” of six exchange students from Germany, France and Japan. They are active community charitable volunteers and the proud parents of beautiful, talented daughters Elyse Rosenberg, Dr. Rachel Brown, and glorious granddaughter Evie Brown.
Phil has a Master’s Degree from the University of California, Santa Barbara, and a Bachelor’s Degree from UCLA as well as being an Honor Graduate of Intelligence and Language schools. Phil was named Honorary Life Member of the Florida Public Personnel Administration and a Certified Professional in Human Resources by IPMA-HR.
